It is not very comfortable and not safe to dive with an underwater camera set that has a negative buoyancy. You will have to compensate the floating capacity of your trimvest or dry suit. Depending on your position it will also unbalance you.
An underwater camera set can be perfectly neutral, but completely out of balance. Under water it can be possible that your underwater camara set will tilt over all the time. The balance is mostly related to the dome.
